The Department of Human Services Board is established in accordance with Public Act 280 of 1939, commonly referred to as the Public Welfare Act. The three members of the board, one member appointed by the Governor, the other two appointed by the Ingham County Board of Commissioners Human Services Committee, each serve three year terms. Board members receive per diem payments. The Director of the Ingham County Department of Human Services is the secretary to the Board. By agreement, the State Department of Human Services and the County Department of Human Services appoint the Director of the Ingham County Department of Human Services. All employees are under State Civil Service. The County Department of Human Services Board advises the county agency on local policies and procedures, and reviews all contracts for services within the county. The Ingham County Department of Human Services Board has complete control of all funds being appropriated by the Board of Commissioners. Funds are primarily used to provide emergency services to individuals and families not covered by state/federal assistance, and for foster care and other services to temporary court wards ineligible for state/federal payments.

Additionally, the Department of Human Services Board administers the Ingham County Medical Care Facility (ICMCF) and is responsible for appointing the Facility’s Administrator. ICMCF is a 236 bed skilled nursing facility that is dedicated to improving lives.  Established in 1844, the Facility provides comprehensive short-term rehabilitation services and 24-hour skilled nursing care for people in need of short and long-term care.
